client include the belief that the students meet general developmental parameters for children between the ages of 3 months and 3 years, but children are not excluded from participation because they do not meet age-appropriate expectations. Instead, service orientation shifts for the client in regards to the needs of each individual. Assessments of whether the program parameters can meet the needs of each child are an element of admissions. One of the central suppositions of the program developers is that childhood is a period of extensive learning, when children gain access to experiential understanding through age-appropriate interactions. This is clearly a focus of this the Early Childhood Education program at the Childrens Center at Humboldt State University in Arcata, CA. Admissions to the program is on a first come, first serve basis, primarily because there is limited space at the center, but there is a hierarchy for services. Because one of the primary goals of the center is to provide care for students while attending class, first priority in placement goes to students during their class periods. As a result, it can be argued that the client base for this program include both the children and the parents. The service orientation clearly has a focus on child development and early childhood learning, but there is also a need to consider why they are in operation and the population they provide extended support for (students, staff and others at the college). 1.2 Assumption about the educative process.
