protected from negative elements. One such policy, which has generated its share of controversy, is that of zero tolerance. The zero tolerance policy
is one in which a policing authority refuses to permit certain crimes that might interfere with the basic quality of life (Orlando, 1997). Zero tolerance means no flexibility. If, for
example, someone is found with an ounce of marijuana in his possession, hes booked and charged, no questions asked. Zero tolerance supports the idea that, by refusing to tolerate any
kind of lower-level crime, a community will experience a reduction in more serious crimes (Orlando, 1997). The theory behind a zero tolerance policy
is that it makes law enforcement look strong, it gives citizens hope that theyll be protected and it leads to a decrease in violent crime (Orlando, 1997). The zero tolerance
theory was introduced by U.S. criminologists James Q. Wilson and George Kelling in 1982 in their article entitled "Broken Windows" (Grabosky, 1999). The criminologists pointed out that unrestrained petty crimes
in a community gave the impression that no one is in control - meaning more serious crimes could be committed with no one to stop them (Grabosky, 1999). By cleaning
up the small stuff - graffiti and broken windows - an atmosphere would be created that would dissuade more serious crimes (Grabosky, 1999).
Places like New York City relied on zero tolerance crimes because violent crime had spiraled out control. As such, the citys mayors office, along with the police department and police
unit directors came up with a zero tolerance policy against everything from graffiti, to car window washers, to outright prostitution, which they claim reduced rates of violent crime - a
