ever-present struggle against youth gang activity (Egley et al, 2004). To understand the prevalence of youth gang activity in Los Angeles is to
realize how gang mentality universally displayed in this racially and ethnically homogeneous subpopulation is that of looking out for number one by whatever means necessary in order to carry out
that pledge. Such groups - formed mostly of undisciplined, morally-deprived and angry young people - actually provide the wayward child with a sense of power and belonging, something they
do not receive from within their own family structures. Yet this type of extended family does not nurture goodness or benevolence; rather, it encourages violence and mayhem as a
means by which to survive. How else is law enforcement supposed to address this overbearing situation in an effective manner if not by using race and ethnic specific strategies
to fight gang formation and control gang crime? The existing and ever-growing power of gangs has proven detrimental to all Los Angeles communities
that become caught in the crossfire of racial discord. So prevalent is the violent activity that one of the only ways to diffuse gang crime is for law enforcement
officials to occupy the same mentality level as gang members; utilizing strategies that are racially and ethnically neutral are wholly ineffective when it comes to reaching these violent individuals.
Particularly apparent is the conflict that exists between and among gangs, which, some critics contend, is fueled by nothing but a lot of "hot air and rhetoric" (Berry, 1995).
