Most urban communities have consistent problems with youth delinquency, which can include youth substance abuse, truancy, gang violence and sexual risk-taking. Even in small to medium sized urban
communities, the presence of youth populations who participate in negative, risk-taking behaviors has increased consistently since the 1960s, creating a distinct social collective and the need to address the problem
(Union Square Awards, 2006). Though research suggests that youths who have active parental supervision are less likely to participate in delinquent behaviors, working parents have left a void in
supervision that can influence the choices of even the nicest children. Youth Empowerment is a program based in the principles of Christian living, designed to create a method of
empowering children to embrace Christian ideals and parental models even in the absence of direct parental supervision. Youth Empowerment is based on models used in a number of Christian
organizations, including programming done by the United Methodist Church (UMC, 2006). The UMC Program was introduced in communities where urban crime, substance abuse and juvenile delinquency were on
the rise and participation in Christian youth programming was on the decline. In this community, Youth Empowerment focuses on creating a positive message and a social outlet for youth
energy that enhances the message of self-esteem, personal success, individual achievement and Christian participation. Youth Empowerment unites the religious leaders of three Christian churches, who will work together to
provide an environment for student activities and promote participation that builds youth self-esteem. Specifically, Youth Empowerment will focus on the following elements: positive recreational models (sports, youth activities,
