regulations. Truman gave Congress formal notice of his action, and Congress failed to do anything about it. Thee was no statutory authority for the seizure, but Truman decided
that his action was valid under the powers given in the Constitution as president and commander in chief. He rested his action on the historical precedents of executive seizure
without consent of Congress. The steel industry resisted Trumans actions, seeking an injunction to prevent the seizure. They argued that the Labor
Management Relations Act of 1947 (Taft-Hartly Act) was intended to allow parties to disputes to arrive at negotiated settlements, and for Congress to become involved only if collective bargaining was
unsuccessful. There was legislative history to show that Congress had specifically rejected seizure as a remedy while debating the bill. Thus, seizure of any kind was prohibited. ISSUES:

The Court issued a divided opinion, striking down the seizure order. The decision was 6-3, but 3 of the 6 justices wrote concurring opinions giving slightly different reasons
for the decision. However, they considered the first clause of Article II of the Constitution, which specifies the powers of the president as specifically executive. What is the
