level of panic based in the speculations about the economic losses that will occur. Some theorists have suggested that it is the panic itself, and not the problems, that
will be the most costly component of the change of the millennium. II. Background of the Problem In less than two years, the ushering in of the new
millennium, and the simple change from the year 1999 to the year 2000 could create a significant computerized catastrophe, based on the fact that many computer systems are designed only
to recognize years beginning with "19" (Anonymous 53). Computer specialists have defined the possibility of the problem for some time, and have linked the problem to developments in the
1960s and 1970s when there was a desire to reduce storage space for database records by using only two digits to store years (Anonymous 53). The problem, then, would
occur because computers and embedded microchips in millions of machines and other devices would read "00" as the year 1900 instead of the year 2000 (ODriscoll PG).
The problem of panic is directly linked to the perceptions and actions of a number of Y2K alarmists, who have argued that the government and industry will not take
appropriate actions in time to deal with the programming problem to avoid what has been deemed as "world chaos," and as a result, significant economic, social and political problems will
