regard to runoff into local waterways. According to Joel Kupferman, environmental lawyer and executive director of the New York Environmental Law and Justice Project, the concern over toxic pollutants is
not being addressed and rescue workers at ground zero were not apprised of the level of toxins in the air. Kupferman contends that asbestos readings alone, which registered twice
the toxicity level at 2.1 percent when ground samples were tested. As well, fifteen- percent volume of fiberglass was detected, presenting yet another potential problem when breathed. Kupfermans
primary claim was that along with lacking appropriate and accurate information about these environmental hazards, rescue workers were not provided with the necessary equipment to protect them from undue harm.
