world systems theory is a theory that falls under the umbrella of Economic Structuralism (University Of The West Indies, Theories, 2002). Wallerstein, Waltz and Bull all asserted that capitalism cannot
be controlled across geographic borders because of the anarchism of the international system (University Of The West Indies, Theories, 2002). This leads to an "international economic division of labor
where there is a core of industrially advanced, powerful, capitalist states; a second group of states that are on the periphery due to lack of technological development and who provide
raw materials for the powerful states; and finally a group of semi-periphery states whose economic activities are a mixture of the other two (University Of The West Indies, Theories, 2002;
Kenyon College, 2002; Martin, 2002). The semi-periphery states become important to the powerful states when wages are too high in those states (University Of The West Indies, Theories, 2002). Each
of the two weaker states is exploited by the more developed state (Martin, 2002). In other words, the semi-periphery states are exploited by the core, powerful states (Martin, 2002). The
periphery states are exploited by both the core, powerful states and also by the semi-periphery states (Martin, 2002). The core states, the most developed are powerful and this allows them
to determine the type of governance that fosters their continued power (Martin, 2002). Wallerstein initially included a fourth category for the different regions in the world, which was the external
(Halsall, 2002). Few writers note the external category. The external states have their own isolated economic systems and they do not participate in the world economy to any great
