For decades now, people have been trying to figure out how to end world poverty. And despite their efforts, some have begun to question whether the problem is getting worse. Each nation has its own method of determining poverty rates for their respective countries. The United States for example relies on the U.S. Census Bureau to determine whether families fall below the poverty line based on their income levels and the number of family members living in the household. These poverty lines (which are better known as thresholds) are adjusted each year to reflect the constant change in the Consumer Price Index (CPI). The CPI measures the gradual changes that goods and services cost for the typical household. The main reason for the poverty threshold dates back to the mid 1950s when a survey conducted by the United States Department of Agriculture (USDA) poll revealed that about 30 percent of a familys income was spent on food and groceries alone. Subsequently, the Social Security Administration (SSA) used the least expensive food plan identified by the USDA, which was called the Economy Food Plan, and multiplied this number by three to come up with a total family income.
