A 6 page history of workplace safety issues. These issues have been a growing concern since the latter part of the nineteenth century and are still a very real issue in the U.S. today. The problems attributed to the laissez-faire
capitalism that characterized the turn of the twentieth century, the capitalism that many associate with a radical rise in workplace safety issues, have been further complicated by the deregulation of industries that occurred during the Reagan administration. Workers compensation, while
providing immediate monetary compensation for American workers also served to reduce the degree of accountability among employers. The author
argues that criminal prosecution is a necessity in some of the more horrendous instances of employers imperiling workers if we wish to truly bring

radical rise in workplace safety issues, have been further complicated by the deregulation of industries that occurred during the Reagan administration. Workers compensation, while providing immediate monetary compensation for
American workers also served to reduce the degree of accountability among employers. The intent of this paper is to trace this evolution in the way we view workplace accidents
and to present the argument that criminal prosecution is a necessity in some of the more horrendous instances of employers imperiling workers if we wish to truly bring this problem
into check. The history of workplace safety is quite complex. Rosner (2000) reports that at the turn of the century in just
three decades there had been a phenomenal increase in urban and manufacturing centers. After the Civil War transcontinental railroads expanded and national markets developed to heighten the exploitation of
American natural resources (Rosner, 2000). Coal and iron were in particularly high demand in the manufacturing plants as were laborers (Rosner, 2000). That latter demand pulled families from
the American countryside and from Europe alike. What these workers found, however, was a much different workplace than they had been accustomed to. America, one a fourth-rate industrial
power, was now the worlds leading industrial producer (Rosner, 2000). As a consequence worker safety was more and more often jeopardized. Rosner (2000) observes:
