bullying because it has a negative impact on retention rates for highly skilled employees, while also hindering productivity and reducing workplace collaboration. In white collar government occupations, bullying can
have a significant impact on operational process and can create hostile environments. In assessing the impacts of workplace bullying and methods for change, it is necessary to consider the
overall views of the issue, the way in which perspectives on bullying have changed in recent years, and the connection between counseling process and collaborative efforts in the workplace to
reduce bullying and create a "zero-tolerance" organizational culture. Overview of the Issue Workplace bullying can be defined as "the repeated mistreatment of
one employee who is targeted by one or more employees with a malicious mix of humiliation, intimidation and sabotage of performance" (Kohut, 2008, p. 25). While these elements are
often present in concert, bullying can also be identified when one of these components (humiliation, intimidation or sabotage) is present repeatedly and hinders workplace interactions. Workplace bullying can occur
through the action of a single bully or a group of individuals, most often directed by the actions of perspectives of a leader. "Workplace bullies use their authority to
undermine, frighten or intimidate another person, often leaving the victim feeling fearful, powerless, incompetent and ashamed" even when those feelings are unwarranted (Kohut, 2008, p. 25). Behaviors that
