the resignation of President Nixon. In The Commanders, he goes into detail about the intricate planning and complex maneuvering behind the American invasion of Panama. However, despite all the planning
that went into the invasion, this paper argues that the Bush administration was only partially successful in identifying the political objectives involved in the mission. Discussion The vision thing:
President Bush (the First) is conspicuous by his absence from these pages but his influence is felt everywhere. Were only considering one section of the book, and on the
first page of that section, Chapter 7, we read: "... Crowe was beginning to see how the inner councils of national security decision making were going to work under Bush,
and he wasnt happy ... Decisions were made based on their likely impact on the Congress, the media and public opinion, and the focus was on managing the reaction" (Woodward,
1991, p. 81). (Crowe was the Chairman of the Joint Chiefs of Staff before Colin Powell.) Its apparent that Crowe believes Bush is likely to be more concerned with his
image and his re-election than anything else. Throughout this section we follow Crowe, Colin Powell and Dick Cheney, who was at that time Secretary of Defense, as they mull over
plans for the invasion of Panama; Bush himself takes almost no part in the discussion. Instead, in the days immediately preceding the invasion, he listens to the briefings of his
commanders, asks them to explain why they have decided on the course of action they are recommending, and gives the ultimate okay to go ahead. At no time does he
