in favor of, say, a balanced budget. Part of the reason why womens health care issues have been neglected, and applicable budgets pared down, is obvious. Women have greater health
care needs than men by virtue of their biological makeup. They are the ones who bear children and must cope with issues such as abortion, prenatal care, PMS, breast feeding,
breast cancer and a slew of other sex based concerns. Congress is not as concerned nor is the health care system. Thus, policy issues for the year 2000 should focus
on womens health care in terms of federal funding and easy access to appropriate facilities. While there have been a great deal of cuts to the budgets for womens
needs, men have become vocal as well, suggesting that their particular health requirements have been neglected too. For example, they charge that almost as many men die of prostate cancer
as women die of breast cancer but federal spending on breast cancer research is five times greater than it is for the male condition (Guttman, 1998). In addition, the male
problem known as prostatitis, an inflammation of the urethra is relatively common but receives absolutely no federal research funding (1998). But those who argue that women are the ones ignored
suggest that for years, women were put aside in terms of heart disease studies and today, AIDS research is conducted almost exclusively on men (1998). While women do receive aid
for breast cancer research today, that is perhaps primarily due to the media attention given the problem. Yet, there are a host of other problems which women face. In a
