One of the most important elements of William Mannings The Key of Libberty was, perhaps, the fact that it was not written by one
of those at the apex of society in the eighteenth century, but by a man who described himself as a labourer, and came from a modest farming background. Manning had
fought in the Revolutionary War, and afterwards took considerable interest in the federalist debate: however, unlike others of his era and class, he wrote extensively on ideas on the prospect
of federalism and the parameters of governance.
Even though his writings did not have an impact on the political debate of the time, since they were not published until many
years later, they give an interesting insight into the thoughts and opinions of ordinary people on the issues of federalism and the republic. Manning was neither wealthy nor educated, and
would from the point of view of the academic be regarded as inarticulate, and yet his writings display a shrewd and pointed analysis not only of political theory but also
of the progress which the process of democratisation was making in America in the eighteenth century. It could be asserted that Mannings changing perspective on the debate between federalism and
republicanism exemplifies the way in which political thought and the idea of democratisation developed across the nation during this period.
