his tenure in this position (Peretz, 1985). He moved on to head the federal department of education. During his first year as Secretary of Education, William Bennett had more than
his share of critics from many different arenas (Bowen, 1987). He was called a bully and critics said that he spent all his time finding the negative instead of
the positive things about the public education system in the nation (Bowen, 1987). He accused university students of being bums who loafed on government loans and he charged bilingual
education with being a total failure (Bowen, 1987). He said that too much money was allocated by the Congress for education with no results (Bowen, 1987). By the
end of his first year, President Reagan seemed to be Bennetts only supporter (Bowen, 1987). In his first year, Bennett changed the role of the Secretary of Education from one
that was in the background and acted more as a lobbyist for education to one who was actively involved in what was going on in schools at all levels (Bowen,
1987). Still, he was disliked by just about everyone. That all began to change during Bennetts second year in his post and by the end of this year, even
many of his critics were singing his praises. The reason was very simply that Bennett had put education on the minds of Americans - he was opening up issues for
