watching and waiting, there seemingly is no legitimate or ethical course of action to truly deter terrorists. The war against terrorism of course is another thing that is added to
the package as the U.S. scrambles to figure out a game plan. In the end, is bombing countries that harbor terrorists the only thing that the United States can do?
Might U.S. policy changes make a difference. A student notes that U.S. policy can both credibly and ethically deter adherents of extremist religious ideology from engaging in terrorist activity.
Yet, the student goes on to say that " in light of the fact that traditional theories of international security argue that deterrence policies will only succeed if one actor
credibly threatens future harm against something another actor values" the problem is that terrorists are not rational actors. Therefore, the deterrence theory appears to make sense on one hand because
terrorists have waged threats, but on the other, the terrorists are not rational so they may not be deterred by traditional means. At the same time, there is another possibility,
which is the idea that terrorists are rational actors. By delving into the different points of view, and finally exploring why the terrorists may in fact be behaving rationally-contrary to
public opinion-options to control terrorism may be explored. Options to control terrorism include, according to a student, two possibilities, which are reprisal or denial. These are methods of deterrence. According
