to this conventional wisdom that has seemingly permeated society, many local laws do prohibit cell phone use and carry hefty fines. While many laws are local, and restrict hand held
phones, there are state laws that target the teen population alone (Silva 4). A typical fine for driving while talking is $200, and while that may seem excessive, the powers
that be see it as reasonable. Of course, one might conclude that this is the case if one looks at the accident statistics. Indeed, the use of a phone while
driving is quite distracting and can lead to accidents. Just as seat belt laws impinge on personal liberties, these laws do too but safety is at stake. However, when it
comes to the phone, it is not just the lives of the drivers at issue, but the lives of others on the road as well. It does appear that cell
phones and driving do not mix, at least when the driver is involved. Others may be talking in the car, but answering the phone, quickly glancing at the caller ID
and things of that nature, are very distracting. Just how dangerous is driving while talking? It was in 1997 that NHTSA first reported that talking on cellular phones while driving
would increase the risk of an automobile accident (Silva States 18). A driver who uses a cell phone is four times as likely to get into an accident
as one who does not talk and drive (Kushma 14). This may be reasonable because once again, the device is rather complex and one has to use at least one
