much criticism. While it seems that in the private sector, TQM is a model that is much used, particularly in manufacturing, some question its applicability in other areas. Is it
something that is prudent to use in public administration? Are the bureaucratic areas of government conducive to such a model? It seems as if to some extent, TQM can
create value in the public sector, but for some organizations, it would be completely inappropriate. FEMA is one agency where TQM would absolutely not work. This is in part due
to the nature of FEMA and the fact that it must operate in a particular way. In one sense, it seems as if FEMA operates on a crisis management basis.
After all, it does deal with crises all of the time. To implement a model where there are explicit instructions and protocols would be limiting. At the same time,
FEMA can stand improvement and specific operations within its midst should be carefully examined. All agencies can to some extent improve on quality, particularly in terms of its service delivery.
At the same time, it is the case that TQM does not seem to be the ideal model for FEMA. First, it is important to examine the case study at
