or operated at 77,000 (Lazere, 1997, p. 40). While that is not a huge number, it is a start. The society is changing economically and socially, and privatization is an
idea that has been bandied about in the public sector for quite awhile. Certainly, privatization is an idea whose time has come and while it is used in a variety
of situations--such as in maintaining highways, or in respect to education--the prison system is one area that raises a lot of eyebrows. Why is there so much controversy when it
comes to the privatization of prisons? In part, the people are used to dishing out justice in such a way that it must be done in a particular manner. By
delegating prison related functions, citizens are afraid that quality will be compromised or inconsistent. What the criminal justice system does not need are more complaints about Constitutional rights. Certainly, valid
concerns about delegation should be discussed. Shichor (cited in Blakely, 1996) challenges the idea of doling out duties that have traditionally been controlled by government. Questions in respect to
government involvement and authority loom large. However, questions are even more difficult to answer when Shichor ponders whether true motivation of such entities is capital gain or the good of
society (1996). In other words, when turning prison control over to the private sector, the public domains influence is reduced. Although the punishment is indirectly inflicted by the state, it
