there are actually concrete reasons as to why this is the case. First, before delving into Hong Kongs popularity, it should be noted that while an independent nation of sorts,
it is still dependent on China. It is considered to be a Special Administrative Region as opposed to an independent nation with its own government. Hence, it may be viewed
more like a city than a separate country. Still, it is really more than just another city. And while Hong Kong is linked to China directly, it certainly is
viewed as an independent entity. Hong Kong has a unique flavor all its own, and something to which tourists are lured in great numbers. Local and central governments
have licensed more than $100 million in hotel and tourism foreign investment since the start of 2002, a figure that in October of 2002 represented a sudden increase from the
previous year ("Foreign," 2002). New regional projects include a $15-million Hong Kong-backed De Hoang International Club in Quang Ninh, and a $30-million US-financed Ha My resort in Quang Nam as
well as a 21st Century International Development Company that had paid for a $48-million hotel and tourism complex in Ho Chi Minh City (2002). Efforts of the government to make
tourism an important economic sector had in fact been behind the increased foreign investment flow (2002). The government does appear to be committed to making tourism a spearhead industry (2002).
Government attention and backing helps. Future plans do involve the provision of funds that a variety of provinces should match by about ten times the amount ("Foreign," 2002). It
