for a long time, with their careers on hold. It seems that it is also acceptable to build more prisons to house those who break the law. Of course, not
everyone accepts this as prudent. Dixon (1997) talks about something called the Prison Moratorium Project. It is one that includes the petitioning of New York state legislators to
put an end to prison construction (1997). Why? Some have the sense that imprisoning people is not a good idea and that while society does not know what to do
with its law-breakers there are certainly many alternatives for non-violent offenders. While the Jeffery Dahmers of the world need to be put away, perhaps hospitals with tight security are even
more suitable. What is more is that many more black men are in prison than in college (1997). One could argue that they have committed crime and even though there
are more black men in prison it is because there are more African Americans committing crime. That is of course arguable as it seems that police pursue black people more
often. The old "driving while black" mentality seems to be present in America today. Hence, the subject takes on a racial connotation. Another point is that if prisons are havens
for violence, and they are costly, what does the prison system persist? Of course, there are many reasons why men and women continue to be incarcerated. Some of the reasons
are economic while others are political. Free labor is of course one and another is the fact that there are fewer people in the paid labor market due to incarceration.
