This gave him time to study and understand the English system of government. However, despite nay potential bias created as a result of circumstances his position also noted a government
that had developed over centuries to a point where there was a balance between freedom and power and liberty and constraint as it is exercised or provided by a government.
Voltaire was a major influence during the enlightenment. He had a good education and came form a well to do family, hence his imprisonment in the Bastille during the
French Revolution. The time he spent in England had a great influence on his thoughts which is reflected in his Letters on the English or Lettres Philosophiques. Voltaire notes
that the English appear to make comparison between themselves and Ancient Rome. No doubt the caparisons is on issues such as democracy, social structure and the development of political ideals.
However, Voltaire notes there are some very important differences. Rome, he notes, saw a civil war which ended in slavery. England saw a very different civil war, which ended in
liberty. It was this event alone that may be seen as most significant by Voltaire. He argued that England was the only state where there had been the successful
struggle resulting in a successful government, where the power of the sovereign had been constrained from committing evil. The impact of this spills down through the society, the government
