Welfare is the title of a book by Martin Gilens; the points he makes are persuasive and help to answer the question of why a nation that is as rich
as the U.S., and why people who can be as compassionate as Americans, get so angry when welfare is discussed. Its a subject that seems to incite real fury, as
well as condemnation of the welfare recipients who are largely considered undeserving. Gilens notes that the question of why Americans hate welfare is really only part of a much larger
consideration: how should an affluent society treat its least fortunate citizens, those who actually have to depend on social programs to survive (Gilens, 1999). He points out that in
the richest society on earth, there are millions living in poverty, including one in five children-a number higher now than it was 30 years ago (Gilens, 1999). Gilens wants to
investigate not so much the lives of poor Americans, but what Americans in general think about the poor (1999). Here he begins to develop his thesis: that the reason Americans
hate welfare has to do with the way that they perceive welfare recipients, and that in turn has to do with racism and the perception that these people are mostly
black, lazy and "shiftless" (Gilens, 1999). Lieberman, reviewing Gilens book, notes that there is a "curious paradox" that defines welfare politics in the U.S. today (2000). "On the one hand,
we are an extraordinarily generous and forgiving people" (Lieberman, 2000). We give a great deal of money to charities, we believe in giving people a second chance; we (citizens, not
necessarily the government) protect the environment; and we are "willing, even enthusiastic, supporters of vast social programs" aimed at helping those people who cannot help themselves (Lieberman, 2000). But on
