Did Lincolns Proclamation free the slaves, did the slaves free themselves or what? There are historians on each side of this question but McPherson, whom Berlin keeps citing, seemed to place the greater emphasis on the Emancipation Proclamation. Berlin cites other authors, including himself, Robert Engs, Mark Neely, Leon Litwack and more. Berlin points out that Lincolns Proclamation made on January 1, 1883 did not free a single slave. Congress had passed a law in 1882 that gave freedom to certain slaves and the slaves who fought in the war were granted freedom. The only slaves the Proclamation really applied to were those "in territories then beyond the reach of Federal authority" (p. 109). It even exempted the border stats of Maryland, Delaware, Missouri, Kentucky and also Tennessee. Using these sources, Berlin, seems to reach the conclusion that the slaves freed themselves. Berlin also notes that slaves knew the North had to win the war if they were to gain freedom and thus, they supported the Federal cause whenever and however they could. McPherson does indeed make the point that the slaves freed themselves in his article with the same title. He claims historians who were willing to give a direct answer to the question would make that affirmation. McPherson uses Vincent Hardings book "There is a River..." as a source. Harding argued the slaves freed themselves. The Emancipation Proclamation simply confirmed the fact. He also cites the Freedman and Southern Society project at the University of Maryland whose work also argues that slaves freed themselves. To support his argument that Lincoln was not a willing advocate for ending slavery, McPherson uses a letter Lincoln wrote to Horace Greeley in which he said that if he could end the war without freeing any slaves, he would do ...
