in the west and added a great deal of value to many firms. However, despite the tool being useful, the way they are implemented and matched together can vary from
firm to firm and the greatest impact can be seen not only within the processes, but within the management and employee attitudes and perspectives. If this is the case we
can start to ask ourselves, s the greatest influence the set of discrete practices, or is it the greatest influence the philosophy? When looking at the Japanese practices in
most text book and articles will look to the period after the Second World War. However, Japan had been an industrial nation long before this. It was during the pre
war period that the business culture which later reflect in the way that Japanese values and human relations management (HRM) are incorporated into the overall philosophy of tools such as
TQM. To examine whether it is the discrete practices or the philosophy as a whole which has had the greatest impact the Japanese practices, their values and culture in development
and the actual practices need to be examined. After this evidence indicating their influences the west can be assessed to identify the most apparent or important influence.
To consider this we need to look at the way the values of empowerment and trust were developed. In Japan it was in the 1850s
