report accidents. This paper suggests reasons why this might be the case. Discussion The State of Virginia has a law, Statute 46.2-894 of the Virginia Code of Conduct that might
help to explain why people might not report accidents. Under earlier Virginia law, "anyone convicted of hit and run is guilty of a Class 5 felony, regardless of the extent
of injury or damage" (Title 46.2, 2002). The law was amended in 2002 so that if a person is seriously injured or killed, or if there was damage in excess
of $1,000, the accident remains a Class 5 felony; but it is considered a "Class 1 misdemeanor if the accident results only in damage to property less than $1,000" (Title
46.2, 2002). The statute is entitled "Duty of driver to stop; hit and run," and that says it all: people are supposed to stop if they are involved in an
accident, otherwise its a hit and run and penalties are severe. That might help to explain why people dont report accidents. First, if the damage is severe they can be
charged with a felony, which results in a trial and possible jail time; even misdemeanors will mean fines and a great deal of expense. They might opt to try and
save their money and avoid going to jail by not reporting the accident. There is also the problem of insurance; insurance companies tend to raise rates on their policy holders
when they are involved in an accident, no matter whose fault it is. Thus, there are a number of reasons why a person might be tempted to leave an accident
unreported, particularly if they are involved. Its not as easy to understand why a bystander wouldnt report it, except that people in general dont seem to want to get involved
