of heath services is the pathology department, a department often invisible to the patients, but one which Lord Carter estimated are a serviced needed in between 70% and 80% of
all diagnosis and treatment decisions made within the NHS, with histopathology producing in excess of 13 million slides a year (Lord Carter, 2006). The need for change was recognised with
the Pathology Modernization program which began in 1999 which is ongoing, but the demand for services and changes have meant that there are still many challenges, opportunities and threats
faced by pathology services in the NHS. Demand for pathology services comes from all areas of the health service and is increasing
at roughly 10% per annum with between 35% and 40% originating in primary healthcare, although almost all other areas have some requirements of the pathology department. This makes the pathology
service a major component of the health service with a budget in excess of ?2.5 billion and employing more than 25,000 staff. Overall, the provision of pathology services account for
approximately 4% of the total NHS budget (Lord Carter, 2006). It is unsurprising with a service fitting this profile that there are many challenges, as well
