grand strategic approach upon which the United States should focus in the next ten years. Foreign policy tools and level of effort the
United States should employ to achieve these goals must be as strong and defiant as they have been in the recent past; to relinquish any level of power over the
next ten years will be a clear indication of weakness. The nature of President Bushs foreign policy with Iraq over the course of this quarter has been to establish
a path toward international peace. The issue of national interest some might claim to be at stake is the desire to instill democracy and humanity where autocracy and tyranny
currently exist. That President Bush desires to infuse these nations and their people with some semblance of self-perpetuating survival by way of recognizing the benefits of a free government
and overall human rights speaks to the need for a greater presence of global democracy. Indeed, while this reflects a vital interest accountable for a forward moving approach to
world peace, it will undoubtedly be criticized by those very nations whose autocratic ways are threatened by such a possibility. Emerson (1995) indicates
how freedom represents many things, not the least of which is the envy and hatred of those who do not have - or want others to have - the precious
commodity for which Americans live and die. The recent terrorist attacks upon the World Trade Center and Pentagon reflect the loathing that stems from severe oppression, backwards thinking and
