have become a more and more frequently depended on aspect of coping with the variety of problems with which we are confronted. The questions have been asked, however, as
to what makes a social work agency "social", how are the agencies structured, and how do they function? What is the history, mission, auspices, authority, service delivery, administrative structure,
governance and policy, information management, professional ethics, funding, and interagency relationships of these agencies? There is no one answer to these questions, of course. Instead, there are many
and these answers depend on the particular social work agency in question. The purpose of this paper, however, is to provide a broad perspective on these answers, to given
an idea of the evolution, structure, and function of these tremendously important societal entities. The myriad of social work agencies that are in
existence today all have one feature in common. They are all concerned about the individuals that utilize their services. The human element, therefore, is what makes social work
agencies "social". The specifics of that human element and the tactics the social work agency takes to address those specifics, however, varies considerably. Indeed, the social work agency
is charged with a myriad of responsibilities. One particularly prevalent responsibility, however, is the protection of the rights of the service user. The issue of service user rights
