depend on the system of the election. Different election systems result in different winners. The five methods of election are plurality method, run-off method, sequential run-off method, Borda
method and Condorcet method. Ron Milliard (1996) says, "Unfortunately, no election method satisfies all the conditions of fairness" (Milliard, 1996, pp. 636). Brahier, et
al (1992) posit that there are several ways that voting decisions can be arrived at. It depends on the situation. After casting votes, people can decide whether they
can rely on plurality or the method of elimination. Different decisions can be reaches on the basis of the same data (Brahier, et al, 1992, pp. 159). Is
one voting method better than any other is when different decisions be reached on the basis of the same data. This makes voting ambiguous to say the least.
Felsenthal, et al, (1993) suggest that there are six voting methods. They are the two forms of plurality voting (PV), approval voting (AV), the Borda-count
(BR), the alternative and repeated alternative vote (ALV-RAL), and the single transferable vote (STV). In terms of two general and five specific criteria common in the social-choice theory, the
procedures were evaluated. The PVO version of the PV method was found to be interior to the other five procedures. Among the other five procedures, no significant difference
