It was in the 1950s and 1960s that the term project management first came into frequent use (PMI, 2009). As projects became more complex, theorists and practitioners believed that how projects were managed deserved concentrated investigation. There are four major phases in any project. These are: initiation, planning, execution, and closure. These phases are known by other names such as initiate, plan it, do it, and close down (Oxford Brookes University, 2006). The initiation phase is at the beginning. It is a time to assess the investment that will be made in the project, what the costs are, what the objective is, what are the expected and desired outcomes and what benefits will the project bring to the organization (Oxford Brookes University, 2006). It is important to define the scope of the project during this initiation phase (Reh, 2010). It may also be important to determine what is not included in the scope of the project (Reh, 2010). By identifying these things, the manager is informing everyone of what they should not expect from this project. During the initiation phase, the project manager will also determine what resources are available to the project team (Reh, 2010). Resources include time, people, money, equipment, space, and whatever else is needed. One resource is time, how much time is being allowed to complete the project (Reh, 2010). It is important to build in some flex time in the timeline because things will no doubt go wrong.
