As the country grows economically it is also increasing its political power, and it is likely that will be a number of new influences, as well as existing values, exercised in terms of the way that foreign and security policies emerge, which will reflect its new position, its aims and objectives within the international community, as well as the changing role that it will hold. The security policy within China has always been driven by domestic needs, a major focus of current policies of the economic transformation of the country. Rhetoric coming out of the country also indicates that there is a political transformation taking place, although this may be seen as less urgent and more resisted by the political powers. Gilboy and Heginbotham (2010) look at events in China and the dynamic is faced by the government, and notes that Chinese workers were able to utilize new labor rules to gain improved working conditions for the employees back in 2008, and at the time a speech given by Wen Jiabao, the Chinese Premier, gave a speech in which he noted that unless systematic political reform took place the organization of the country would be jeopardized. However, it is notable that there has been a distinct lack of action in terms of political reforms, while there may be some long-term acceptance of a need for political change, the current government to be determined to maintain the authoritarian control that it exercises over the social and political environment within their own country (Gilboy and Heginbotham, 2010).
