was a group of people who desperately needed assistance, yet were not expected to work. These were women with young children whose husbands had died, divorced, or deserted them. These
women, who had to raise their children by themselves were viewed as one of the groups popularly thought of as the "deserving poor." According to Berrick (1995) they were considered
"deserving" because they were caught in circumstances beyond their control. The AFDC (Aid to Families with Dependent Children) program was established as part of the Social Security Act of 1935
(Berrick, p. 6). Women under the AFDC were not helped to return to the workforce. Rather, they were simply given cash aid. This was largely a reflection of the social
climate of that time, women were not expected to work and raise a family at the same time. As Berrick states, "womens working outside the home was thought to have
an adverse affect on children, so keeping women out of the labor market was meant to protect children from the harsh realities of the outside world" (Berrick, 1995, p. 6).
In general, when the AFDC was created, it was considered a pro-family approach because caring for children was the overriding feature of the policy, highlighting womens roles as mothers and
nurturers. At the time, AFDC benefits were maintained at a low level, causing some observers to speculate that one reason was to create a deterrent to dependency. Today, however, the
issues and attitudes concerning single mothers on welfare are quite different. The general view of welfare today is that the "undeserving" receive it. As Berrick states, "in only a couple
