small multinational companies? If assessing environment using the PEST (political, economic, social and technological) model, most factors superficially could be expected to be
similar for both large and small multinational companies. Given that both are multinational, then they share several common characteristics. Each should be equally attuned to and affected by
general economic conditions and by technological factors, either those that affect them or those they affect. Social and political aspects of environment can
be different between the small and large multinationals, however. Socially, the large multinational has greater potential for affecting the local population either positively or negatively. Politically, the large
multinational is likely to be more directly involved with the government of the host country. As example, when IBM wanted to establish its
first manufacturing facility in China, the Chinese government required the company to locate not in the prosperous province where the capitalist experiment had been conducted, but in a remote area
that lacked even basic infrastructure necessary for supporting business. IBM had to build its own roads and supply its own electricity, and hire local residents (Chappell, 2005). Chinas
government never would have made such a demand of a small multinational because a small company would not have the necessary resources. Social
factors are capable of affecting strategic decision making at large multinationals, but political factors can greatly affect such decision making. Because multinationals operate in host countries at the pleasure
