There is no single definition of what is meant by Web 2.0, the term was coined by Tim OReilly1 in 2003 and has been used as an umbrella term describing a range of new applications as well applications that have evolved from their original form. Anderson (2008) lists a range terms, applications and concepts that all fall under this umbrella, including, but not limited to social networking, spcoal media, blogs, wikis, RSS, Facebook, MySpace, Flikr, Podcasts, tagging and You Tube (Anderson, 2008). Anderson notes that there are three layers to the concept of Web 2.0; the manifestations that are visible are the first layer, and are akin to the tip of the iceberg, these are the smallest element, but those which are most seen and understood, being the applications and software, such as blogs and Facebook. The second layer that is just under the service are the ideas, he defines 6 main ideas; OReilly (2005) notes that where Web 2.0 applications emerge they will often start as ideas and will first be exploited by hackers, before being used by the entrepreneurs and finally leverage by the platform players, which sees the ideas developed from the second layer and move to the first or top layer where they are widely used.
