Langone believes that indiscriminate dumping, wherever it occurs in the world, merely shifts hazardous waste from one location to another (44). Thus, shipping garbage to a landfill in a
more rural location is not an answer to minimize industrial waste. It is reported that most countries, not just the industrialized nations, has to deal with the problem (Langone 44).
Hong Kong, for example, dumps about 1,000 tons of plastic each day; Thailands River of Kings is similarly plagued by garbage and human excrement (44). Even ordinary household garbage, most
people render harmless, potentially emits dangerous gases into the air and industrial waste can also become deadly when corrosive acids, organic materials and discarded metals leach out of landfills into
the water supplies (44). Every country experiences the problem. The United States is a major offender with approximately 16 billion disposable diapers, 1.6 billion pens and 220 million tires sitting
in landfills, as reported in 1989 (44). Today, surely that figure has escalated. It would be a mistake to assume that technology is responsible for the dilemma. While throw
away items have been manufactured more and more frequently in recent years, the problem of waste had always existed. Further, scientists are now aware of environmental effects and some corporations
do try to create more green friendly products. In the past, littering was scoffed at as being in poor taste; today, people realize that more attention needs to be paid
to environmental issues for more important reasons such as waste products effects on public health, natural resources and the overall environment. It might help to take a peek back into
the past in order to properly evaluate the current problem of waste disposal. II. History of Industrial Practices In 1886 James Olcott made a speech before
