Governments need to be held to account for their actions, it is in way that human rights can be protected, with constant awareness
and the need for accountability, not only in the national, but also in the international environment that acts as a check and balance on behaviour. Even in wartime there are
generally accepted standard of conduct regardless of ratified conventions, with genocide being seen as a crime against humanity. However, it appears in many instances where there are potential cases of
genocide, yet the international community appears reluctant to define them as genocide. This reluctance may be seen as reflecting the complex nature of international relations and the difficulties that are
present in bring charges on the basis of crimes against humanity. It is only with the recognition of what genocide is and
when it occurs that there may be the potential to increase general social awareness and pressure may be placed on those in authority to take action more readily. However, in
order for this to take place there needs to be a recognition of what genocide is and when it takes place, looking not only at cases that have been subject
to a great deal of debate, such as East Timor and Rwanda, but also at cases where there has been a much lower level of publicity, to assess whether or
not genocide has take place, and to assess the view of the general public regarding those events. This will help to assess the alignment between the perception and the reality
