The evolution of warfare has perhaps not experienced as rapid a change as it
had during the end of the twentieth century. Suddenly, in the 1990s, the strategy of attrition is no longer valued. Instead, surgical strikes would be used in the Gulf
War. Loss of life would be minimized. Although fundamental political and social changes would contribute to the overall change--the end of the cold war, a new world order, unprecedented prosperity--the
most significant shift is related to the technological advances made in terms of weaponry as well as in travel. In the past few decades, several new innovations changed the landscape
of warfare forever. Part of the importance of technology as it pertains to war has to do with the fact that technology allows for less loss of life, at least
in most cases. Philosophically, there must be an underlying reason to go to war. Technology does however add support for the admonition to
fight. Whatever the method, war is war and the "just war" theory is a primary one that has been used for quite awhile. Philosophers of every time period have
looked at war and tried to find a theory to explain it (Honderich, 1995). Heraclitus conception of war is one whereas Kants treatise on eternal peace is another (1995). But
these are largely old theories and may not apply. Yet, the "just war" doctrine is rather timeless. Yet, if there is a reason for a war, it is thought that
