in office between 1913 and 1921, a time during which both the United States and the entire world were in a state of flux and change. For all his good intentions, Wilsons approaches to foreign policy was na?ve and in effective. His first test came about less than a year in office, when, in early 1914, overzealous guards representing Mexican president General Victoriano Huerta harassed U.S. sailors stationed in Mexican waters, arresting them and then parading through the streets of Tampico (Duffy, 2009). Given the nature of the harassment, U.S. Admiral Henry Mayo, who commanded the naval forces in the region, declined the initial verbal apology from the Mexican government, instead demanding that the people responsible for the incident be punished (Duffy, 2009). He also demanded that the U.S. flag be given a 21-gun salute - on shore (Duffy, 2009). Heurtas government responded regretfully, with another apology (this one written), but still refused the U.S. demand for a flag salute on Mexican soil (Duffy, 2009). The Mexicans did not want to undergo the humility of formally saluting the U.S. flag on Mexican soil. Wilson mistook this act less to be one of national pride and more of an act of outright aggression and hostility. In response, Wilson spoke before the U.S. Congress on April 20, 1914 to request authorization to use military force if necessary to resolve the issue (Duffy, 2009). His belief was that the Tampico issue was one in a long line of "disrespecting" acts perpetrated on the U.S. by Mexico. Congress, agreeing with the President, authorized the use of force, and Wilson dispatched a force of U.S. marines to the Mexican port of Veracruz within days (Duffy, 2009).
