Winston-Salem" (Winston-Salem Police Department Strategic Plan). The organization is a local one that works with Winston-Salem, the third largest city in the state (Assessment Report, 2009).
According to the organizations 2009-2012 strategic plan, the core values involve a well-trained, professional staff and one that "reflects the diversity of the community we serve." Additionally,
the core value reflects community partnerships to enhance problem-solving abilities, support of the U.S. Constitution - "the protection of individual rights and the expression of those rights in a safe,
legal manner" and integrity. This latter focuses on accountability and honesty in both statements and actions (Winston-Salem Police Department Strategic Plan). The
five priorities of this strategic plan are to * Reduce criminal activity and conditions that foster crime and enhance the quality of life for people in the community; * Improve
interaction and involvement with the community, and building trust and accountability; * Enhance roadway safety; * Boost the agencys efficiency and effectiveness; and * Maintain a work environment to attract
and retain a "diverse cadre of quality personnel." This would also involve an environment that "rewards excellence and enhances the skills of and opportunities for all personnel" (Winston-Salem Police Department
Strategic Plan). Out of the 503 current sworn officers on the staff, 411 are Caucasian, 71 are African-American, 17 are Hispanic, with
