- the War on Poverty. In launching this particular "war," Johnson declared several programs to be put in place to help those who were poverty-stricken to get out of their
current ruts through job training programs, welfare assistance, food programs and other services provided by the government. On January 8, 1964, Johnson offered both a legislative program and a challenge
to the country, namely that the battle against poverty should be a fight shared between the federal government, the state government and local authorities working together to stamp it out
(Grier and Jonsson, 2004). In addition to food stamps and job training, Medicare was part of that package (Grier and Jonsson, 2004). But
some 40 years later, has this "war" been won? The answer is - it pretty much depends on who you talk to. For one thing, 34 million Americans continue to
live below the poverty line, with the United States having the worst child poverty rate in the world (Grier and Jonsson, 2004). Immediately after the passage of the economic act,
the poverty rate did fall steadily, bottoming out at 11.1 percent in 1973 - but since then, the rate has moved up and down, depending on the state of the
economy (Grier and Jonsson, 2004). These days, some of the programs continue - one of them being Medicare (Grier and Jonsson, 2004). To
many people, Medicare has been one of "the U.S. governments most popular and successful efforts" (Grier and Jonsson, 2004, p. 1). But some people are not sure about that -
