The thought at the time was that any company moving into foreign markets could take these same four functions and apply them to any other market. As well see in this paper, Wal-Marts experience in Germany negated that whole idea. Nor is Wal-Marts experience an isolated one. In this paper, well present an overview of Wal-Mart, explain how globalization impacts the four management functions and determine how managers can delegate to lessen the negative impact that the factors have on these four functions. And globalization is definitely a factor these days -- firms in many industries are finding they have to compete globally simply to survive (Barkema et al, 2002). Before continuing, its interesting to note that these "four functions" comprise a concept known as enterprise risk management. Enterprise risk management, or ERM, as its sometimes called, is defined as the process of planning, organizing, leading and controlling activities of a particular company, so as to minimize the impact of risk on an organizations capital and earnings (Cassidy, 2005). But ERM is more than simply a financial or capital term -- many companies are working it into management concepts today, to determine values on the true market value/cost of an item, as well as risk associated with that particular item (Cassidy, 2005). Wal-Mart Stores, Inc., headquartered in Bentonville, AR, is in the habit of determining various true market costs and values of doing business overseas.
