Therefore, the following examination of this topic explores how the feminist movement is attempting to feel this gap in public policy formation. Topics addressed are: why feminists have addressed
issues of male violence; what issues have been addressed by this movement; and how feminism impacts the formation of public policy. While there is no universally accepted definition of
precisely what constitutes violence against women, for the purposes of this paper, the definition utilized is the one formulated by an international panel of experts, which was subsequently adopted by
the UN General Assembly, which defines violence against women as: any act of gender-based violence that results in, or is likely to result in, physical, sexual, or mental harm or
suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life.3 The pervasiveness of the problem of violence
against women is astounding. Roughly 40 significant valid population-based quantitative studies, conducted in 24 nations on four continents, have shown that between 20 and 50 percent of al women have
been victims of domestic violence.4 Furthermore, there is evidence that women who are in situations of conflict and female refugees are particularly vulnerable to gender-based violence.5 Why feminists have
