different relationship with the IMF compared to many other Asian countries. The way in which the country has developed and the relationship with the IMF may be seen as partly
due to the political structure of the country and the way in which leadership managed the economy. It was on the 21st of September 1956 that Vietnam joined the
IMF, however the relationship was not always smooth which had a negative impact on Vietnam when they needed aid. The Vietnam war ended in 1975 and it was at this
point that the country was reunified, before this the county had a very slow growth rate, especially compared to other Asian countries. The south had suffered the most and had
seen spending exceed income. The complicated political situation meant that reforms and economic measures were difficult for even the Vietnamese government. The economic reforms were started in 1986 with the
Doi Moi, this was a long term strategy that was aimed as macroeconomic stabilisation, the growth rate was still constrained and there was no big bang as seen in other
nearby economies. In 1989 there were the controversial reform packages but the benefits were not generally seen to emerge until 1992.
It was generally believed that despite the presence and influence that the IMF wanted to exert it was still the will and determination of the Vietnamese government that control
and determined all policies in Vietnam, with little, if any real influence able to be exerted by the IMF. However, there was a slight shift in 1989, where there were
