nation. The only reason the United States was influential over the enemy was due to military strength, rather than upholding a political appreciation of the war.
President Johnson did not hesitate to become involved as a means by which to demonstrate to the world that America would not tolerate such overt and
violent action. It had come to pass that the presidents diplomatic approach was not successful in dealing with North Vietnamese leader Ho Chi Minh, a consideration that hindered any
potential relations between the two. One might readily contends that the revolutionary movement was more successful in aiding the government to self-destruct rather than overthrowing the government.
Johnson had little respect for North Vietnam, which he so eloquently called a little pissant country; his own political dedication and patriotism was so involved
that he did not see past the fact that another society considered to be beneath America could challenge the most powerful nation on earth. It was this antagonistic attitude
that only served to fuel Ho Chi Minhs desire to ward off foreign domination and American intervention. At this point in time, Johnson realized he may require substantial reinforcements
if and when the United States ever entered into battle with the North Vietnamese. For this, he sought the cooperation of a congressional resolution that would allow him significant
retaliatory power without having to first obtain congressional clearing. Had Johnson truly understood the North Vietnamese strength as worthy opponents of the Vietnam
