Many have contended that the government that governs least is the government that governs best. There are, however, many practical, ethical, and social
obligations of government. The function of government is to insure order. That entails the establishment and enforcement of law and penalties for failing to abide by that law.
In theory at least, Illinois has recently done just that with the revision of a seemingly innocuous set of laws. In reality, however, these revisions have the potential
to affect us all in potentially astounding ways. Those revision are those recently implemented to the Video Gaming Act. The Illinois Gaming
Board defines "game" as "a gambling activity which is played for money, property, or anything of value, including without limitation those played with cards, chips, tokens, vouchers, dice, implements, or
electronic, electrical or mechanical devices or machines" (8598). The Board has recently revised the state regulations pertaining to gaming establishments to better define who can be licensed to operate
gaming establishments and the rules they must adhere to to do so. Furthermore, stricter requirements have been put in place regulating the transportation of video gaming terminals in the
state. Manufacturers and suppliers who are shipping terminals into Illinois must notify the state gaming board using the appropriate protocol and they must detail information such as when the
terminals will be installed and where. Likewise, if a terminal is being moved from one location in the state to another the gaming board must approve that transport.
Manufacturers and distributors who are located in Illinois must also receive Illinois approval to transport terminals out of state. Furthermore, terminals cannot be destroyed until approved by the state.
