is "to provide a positive environment with effective results for patients, who would move through the various phases of care . . . in a seamless efficient fashion" (Fryday-Field 1996,
p. 39). This is a radical change in operations intended to meet the changing external and internal environments as well as the changing needs of patients. Dr. Frelick believed
this change would make the hospital more efficient while improving patient care. There was a mandate from the government for hospitals to cut costs because they would receive less funding.
The new vision and the initiative for achieving it are crucial at this time. Dr. Frelick designed a strategic plan which he presented to the Board of Directors and
to staff members. Any strategic change initiative should be designed to live up to the vision and mission of the organization. In his work on organizational change management, Kotter identified
a clear and strong vision as essential for successful change management. Frelick has followed the appropriate steps towards introducing change. He has even developed a strategic plan for implementation.
Application Analysis The case suggests that Frelick implemented a participatory management style when developing a new vision statement. All the vice-presidents and key physicians and nurses, for instance, were involved
in developing the vision and subsequent strategic plan from the beginning. Frelick introduced and recommended the initiative to the board of directors months ago. Other staff members were also informed
