fifteen governing departments of the United States government. Millions of veterans, their spouses and other family members are dependent on the Veterans Affairs Health System to supply them with good
quality health care. With the implementation of the Capital Asset Realignment for Enhanced Services (CARES) each VA facility was charged with developing recommendations based on a review of the
population, market analysis and consideration of all of the stakeholders. Taking into consideration these recommendations, the Department of Veterans Affairs has presented directives for the consolidation of some health care
facilities and the closure of others. The premise for the consolidation and closures is to provide better quality health care with less expenditure. There is continuing concern that these
measures will not alleviate the perceived problems of inefficient and ineffective health care. These problems are anticipated to increase with the increased numbers of veterans who will require treatment
for anxiety disorders as a result of serving in Afghanistan and Iraq. BACKGROUND On March 15, 1989, the United States government established
a new department entitled the Department of Veterans Affairs (VA). Prior to this time, the needs and requirements of veterans in the United States were handed through the
Department of Defense or the Department of Veterans Administration. Due to the rising number of veterans and the need to better administer their benefits, the Department of Veteran Affairs
was established to consolidate all the functions of the other two departments. This new department took over the duties and responsibilities previously handled by the Veterans Administration (VA, 2005). The
