October 1962 and December 1965 ( Mcbrien, 2007). The Pope announced the upcoming Council on January 25, 1959 and between that date and the opening of the Council, ten commissions
were formed to study and investigate issues to be brought to the Council for debate and discussion (Christus Rex, Inc. and Olteanu, n.d.). However, all bishops across the world were
asked to submit issues for discussion, more than 2,000 lists were submitted (Christus Rex, Inc. and Olteanu, n.d.). The special commissions whittled these down to 17 (Christus Rex, Inc. and
Olteanu, n.d.). Where the First Vatican Council in 1870 was for the purpose of combating heresies and/or to discuss disciplinary issues, the Second Vatican Council was held
for the purpose of increasing "the fervour [sic] and energy of Catholics, to serve the needs of Christian people" (Christus Rex, Inc. and Olteanu, n.d.). In his opening address, Pope
John XXIII stated: "Principle Duty of the Council: The Defense and Advancement of Truth" (Order of the Legion of St. Michael, 2007). The Pope went on to say: "The greatest
concern of the Ecumenical Council is this: that he sacred deposit of Christian doctrine should be guarded and taught more efficaciously" (Order of the Legion of St. Michael, 2007). One
of the Popes purposes in all he did was to establish Christian unity (Christus Rex, Inc. and Olteanu, n.d.). The special commissions submitted 17 draft decrees to the Council for
debate (Christus Rex, Inc. and Olteanu, n.d.). A special Secretariat was formed by the Pope to discuss the sole issue of understanding the "beliefs and practices of other Christian bodies,
