are safe and orderly, which is a prerequisite to learning (Achilles and Smith 222). Additional foundational issues play crucial roles in the leadership offered by a schools principal, which includes
involvement, expressing a clear mission and focusing on the people involved, rather than on programs. While all of these foundational issues are important, this last category is particularly significant since
it is people that make a school work, creating an inviting, safe culture. It is the principal who must be "adept at matching staff development processes to ways" that specific
