The leadership of the principal can also affect the nature of the school culture, and whether this is welcoming and appreciative of all students. This culture can create an invitation to learn, with polices and rules that are "fair, encouraging, helpful and supportive" (Achilles and Smith 220). Principal also offer leadership that ensures that schools are safe and orderly, which is a prerequisite to learning (Achilles and Smith 222). Additional foundational issues play crucial roles in the leadership offered by a schools principal, which includes involvement, expressing a clear mission and focusing on the people involved, rather than on programs. While all of these foundational issues are important, this last category is particularly significant since it is people that make a school work, creating an inviting, safe culture. It is the principal who must be "adept at matching staff development processes to ways" that specific people can help students achieve" (Achilles and Smith 226).
